What is the Mediated Role Determination?

A set of County resolutions, referred to as "The Mediated Role Determination for Paine Field" grew out of a series of events in the late 1970s.
 
The first mention of "role", i.e., a plan to guide Paine Field development, grew out of the County's effort to secure FAA funding for Paine Field. Eligibility for FAA funding requires an FAA-approved airport Master Plan. A portion of what eventually became the 1981 Paine Field Master Plan was the "Paine Field Community Plan" (PFCP), Candidate "roles" for Paine Field were defined in the PFCP, and are summarized in PFCP Figure 6 .
 
Using PFCP-defined roles, the County chose a "General Aviation" role for Paine Field, and formally adopted that role in their April 11, 1978 Resolution: "Role for Development of Paine Field Selected."
 
It quickly became apparent that the newly-defined role was unacceptable to many stakeholders: tenants and users of Paine Field, environmentalists, developers and local business interests, school districts, neighboring cities, and thousands of local residents. A Mediation Panel was hired to address these concerns. On Jan. 13, 1979, the County formally adopted the Mediation Panel's recommendations in their resolution: "Paine Field Mediation Panel Recommendations Adopted."
 
The Mediation Panel's recommendation slightly modified the April 11, 1978 role resolution itself, and that now-modified document, together with the Mediation Panel's recommendations, form the "The 1978-79 Mediated Role Determination for Paine Field."
